"6. The INCHR is intended to play a critical role in underpinning peace and ensuring that the rights of all Liberians are protected. Regrettably, more than three years after the INCHR was included in the Peace Agreement, Commissioners have not yet been appointed. Liberia is thus losing valuable time in the training of the Commission, the establishment of procedures and raising community awareness of its role. I urge the Independent Panel of Experts appointed ten months ago to prepare the shortlist of candidates, and the Government and Chief Justice to take all necessary steps to ensure that competent and credible Commissioners are appointed without further delay."
